WTS-DC X WGR Event: A Moderated Conversation on the Reauthorization of the Surface Transportation Programs

On Thursday, February 12, 2026, WTS-DC partnered with the Women in Government Relations (WGR) to host a timely and engaging moderated conversation focused on Congress’s upcoming reauthorization of the surface transportation programs. The event brought together policy leaders and practitioners to discuss priorities, challenges, and opportunities shaping the future of transportation infrastructure.

Featured panelists included Lauren Schapker, Vice President at the American Road & Transportation Builders Association (ARTBA); Susan Howard, Director of Policy and Government Relations at the American Association of State Highway and Transportation Officials (AASHTO); Brittney Kohler, Legislative Director of Transportation and Infrastructure at the National League of Cities; and Representative Laura Friedman, Congresswoman representing California’s 30th District and a member of the House Committee on Transportation and Infrastructure.

Held at the National League of Cities in Washington, DC, the discussion centered on the federal role in advancing safe, reliable, and equitable transportation systems. Representative Friedman emphasized that transportation policy is critical to addressing the nation’s housing crisis, underscoring how reliable transportation access supports housing affordability, workforce mobility, and economic opportunity. She also highlighted the importance of investing in safe and dependable transportation infrastructure that serves communities of all sizes.

Panelists shared perspectives from state, local, and industry vantage points, exploring how reauthorization decisions will impact project delivery, funding stability, and long-term planning. The conversation reinforced the interconnected nature of transportation policy with broader national priorities, including housing, sustainability, and community resilience. Panelists also emphasized that significant funding was invested into local and regional projects, but there is still a lot to do. Industry – and politicians – need to do a better job of explaining how the funded projects improve people’s lives.

The session concluded with an interactive dialogue among attendees and panelists, reflecting the strong interest in ensuring that the next surface transportation reauthorization supports innovative, inclusive, and forward-looking solutions. WTS-DC and WGR thank the panelists and the National League of Cities for hosting and contributing to a meaningful and informative discussion.
