WTS-Boston would like to congratulate Gina Solman on founding Constellation Strategy LLC, a consultancy certified as a Women Business Enterprise (WBE) in Massachusetts. The firm provides program development, policy analysis, and change management support to federal, state, and local agencies, regional authorities, and mission-driven organizations, with a focus on multimodal transportation and environmental sustainability.

Gina is known for helping teams make decisions, build partnerships, and deliver results that last, especially when priorities are interdisciplinary or politically sensitive. She thinks strategically, learns fast, and genuinely enjoys organizing the chaos. Most recently, as Senior Program Manager at the Federal Railroad Administration, she advanced strategy and governance for the $18B Northeast Corridor portfolio and supported alignment on major multimodal projects. Before that, as a Senior Project Manager at the USDOT Volpe Center, she directed multidisciplinary portfolios for FRA, FHWA, FAA, and HUD. Her work earned the USDOT Secretary's Award for advancing sustainability and resilience in rail.

Many of you know Gina well from her years of leadership here at WTS-Boston, where she serves as Advisory Board Chair and Immediate Past President. As president, she led strategy, governance, partnerships, and financial sustainability for one of the largest chapters in the WTS International network. Together with a 35-person leadership team, the chapter grew fundraising by 25% and membership by 70%, and its teams produced high-visibility events for 300+ attendees and content for 3,000+ subscribers. In 2026, she spoke on the "Trailblazers in Transportation" panel at the WTS International Annual Conference in Los Angeles and moderated the "Women-Owned Firms Steering Transportation" panel at the WTS Northeast Region Conference.

Gina welcomes conversations with firms and agencies looking for a partner on transportation and sustainability policies and programs. Reach her at www.linkedin.com/in/ginasolman/ or www.constellationstrategy.net.

Gina lives in Cambridge, MA, where she enjoys bicycling and walking around the city, traveling (more than 30 countries and 30 U.S. states so far), and spending time with family.
