Meghan Mulligan

Meghan Mulligan, Director, Infrastructure Ontario

Meghan Mulligan is an infrastructure professional with over 13 years’ experience in delivering complex projects from early planning through implementation and into operations. Meghan is currently a Director within the Light Rail Transit portfolio at Infrastructure Ontario, where she is the Commercial Director for the Eglinton Crosstown West Extension project. Prior to joining Infrastructure Ontario, Meghan worked in consulting on large and small municipal, provincial and international infrastructure projects – including the development of a new 700KM rail line in Guinea, West Africa where she was part of the environment and communities team.

Jessica Saunders

Jessica Saunders, Senior Consultant, Mott MacDonald  

Jessica is a Senior Consultant in Mott MacDonald’s Infrastructure Advisory team with a background in public sector procurement and private finance due diligence for P3 projects, working across a range of sectors including transportation, healthcare, education and energy. She is currently leading the procurement options and delivery strategy development for the Iona Island Wastewater Treatment Plan Redevelopment in Vancouver and the Downtown Extension (DTX) transit project in San Francisco.

Geoff Rupert

Geoff Rupert, AFP Technical/Commercial Advisor, Jacobs  

Geoff is an experienced technical/contract management professional having worked on various PPP projects including transit, major highways, schools, hospitals, and justice facilities, with direct experience in finance and infrastructure development, and currently working for Jacobs Engineering supporting Metrolinx in a commercial support role on several projects in the GO Expansion Early Works portfolio.  Experienced in Quality Management, Public-Private-Partnership, Project Management, Risk Management, Contract Negotiation/Administration, Technical Support, and Client Relations.  Prior to joining the development world, he worked for approximately 10 years’ experience in high volume automotive manufacturing.
