Miranda Lange, P.E., Public Works Infrastructure Deputy Director, City of Ridgefield.
Miranda helps guide citywide infrastructure planning, public works operations, and long‑range transportation investments that support one of the fastest‑growing communities in the region.
Before transitioning to municipal leadership, Miranda worked at the Federal Railroad Administration as a Senior Project Manager, providing strategic oversight for passenger rail programs, shaping policy initiatives, and supporting complex federal grant administration. Over the past 25 years, she has held key roles within the Federal Highway Administration’s Western Federal Lands Division, as a private consulting engineer, and at the Colorado Department of Transportation, leading engineering teams, managing capital programs, and delivering multimillion‑dollar highway and bridge projects.
Ethan Perry, Executive Director, Port of Ridgefield.
Since joining the Port in 2017, Ethan has held the positions of director of operations, deputy director, and is currently serving as the Port’s CEO. Over his tenure, Perry has led a wide range of economic development and infrastructure projects, including the Wisdom Ridge Business Park, renovations to the Port’s boat launch facilities, and construction of the Washington State Department of Fish and Wildlife Region 5 Headquarters. He also currently leads the Ridgefield Waterfront Development team. Perry has secured more than $5.5 million in grant funding for the Port, supporting major initiatives and helping leverage additional resources. His efforts have strengthened the Port’s partnerships with other ports, public agencies, and community stakeholders. At the time of his appointment, Perry was the youngest executive director of a public port in Washington state, and among the youngest in the nation to hold such a position.
Abbi Russell, Administration & Operations Manager, Port of Ridgefield.
Abbi has more than 20 years of experience in public administration and professional consulting for public agencies, including 12 years working with the Washington state port industry. Abbi is an outstanding addition to our team,” said Executive Director Ethan Perry. A Clark County native, Abbi has worked for Maul Foster & Alongi, Inc. (MFA), has served as the Communications Manager for the Port of Vancouver, and oversaw communications and community engagement for the Washington State Department of Transportation’s seven-county Southwest Region. Abbi focuses on strengthening organizational systems, driving project delivery, cultivating community and partner relationships, and securing funding for current and future initiatives.
