As a Marketing Strategist and Creative Producer, she supports businesses in developing their branding, content creation, and social media management. Additionally, as an Event Planner and Emcee, she specializes in women-themed events, galas, weddings, and private gatherings.

Elonda Mackey
DBE/SWaM Manager
Hampton Roads Connector Partners
Elonda Mackey joined the HRBT Expansion Project as the DBE/SWaM Manager on January 22, 2024. In this role, she collaborates closely with VDOT’s Civil Rights Division, HRCP Management, and HRCP Procurement to identify and secure meaningful opportunities for DBE and SWaM businesses to participate in this historic bridge-tunnel project. She is also responsible for overseeing compliance with the project’s DBE/SWaM, Workforce, EEO, and On-the-Job Training goals and requirements. Before relocating to Virginia, Elonda served for 13 years as the Chief Compliance Officer for the New York State Thruway Authority, which manages a 540-mile toll road system. There, she led the Authority’s MWBE Program and ensured contract compliance across major highway projects. Her career also includes over a decade of building construction experience with the City of Albany, New York, where she worked in the Lead Abatement Program. As of July 2025, Elonda will be eligible to retire from New York State service with over 32 years of dedicated public service. Elonda is married to Troy Mackey, and together they share a loving family of seven children and three grandchildren.

Maleah Amos

Mrs. Maleah Amos, a resident of Portsmouth, works as Director of Health Equity for the Virginia Beach Department of Public Health. Mrs. Amos has 20 years of driving data-driven institutional changes that prioritize equity to improve social determinants of health. Her experience in community capacity building, advocacy, equity-centered collective impact, and organizing has spanned the country, giving her a holistic approach to regional planning. She serves on the board of DeGood Foundation, Portsmouth City Schools Parent Advisory Council, advisory council for Women Who Lead, and is a member of Zeta Phi Beta Sorority, Incorporated.
