Meet Our Speaker

Sarah Coulter

Senior Assistant Director, Strategic Initiatives, Houston Public Works, City of Houston

Sarah Coulter is the Senior Assistant Director of Strategic Initiatives at Houston Public Works, where she leads the Strategic Initiatives Division and helps the department address complex, cross divisional challenges through a structured, outcomes focused approach.

She partners with technical teams and executive leadership to align strategy, performance, and execution across water management, utility coordination, engineering and construction, transportation, and major capital programs.

Sarah brings deep regional transit experience, having served in leadership roles at four of the six public transit agencies in the Greater Houston region. She helped launch the region’s first suburb to suburb commuter service and led the #SitSafe initiative, a safety framework adopted across transit agencies during the COVID 19 pandemic.

She is a 2025 to 2027 Ambassador for the Transit Cooperative Research Program. Sarah holds a Bachelor of Science in Physics from Jackson State University and a Master of Public Administration from Louisiana State University.

She is also the proud mother of two daughters, Sara Michelle age 9 and Dakota age 4, and enjoys spending her free time focused on wellness, personal growth, and creative expression through fashion.
