On September 16, 2024, TYLin began working on the first of three packages for the reconstruction of 9R-27L 
Runway Rehabilitation: one of four runways at the Philadelphia International Airport (PHL).   
Package 1 replaces deteriorated layers, resulting in replacing either 4 or 8 inches of existing pavement, 
depending on the locations of the runway, excluding the 16-foot center of the runway to avoid construction 
impacts to the runway’s centerline lighting system. In addition, replacing the Touchdown Zone Lights (TDZ), 
lead off lights, conduits, along with new grooving and pavement markings on the runway. Package 1 
commenced construction in September of 2024 with the completion expected summer of 2025. 


Package 2 continues the Runway 9R-27L rehabilitation by strengthening pavement, resurfacing blast pads, 
and reconfiguring taxiway intersections to meet FAA standards. It addresses Hot Spot 1 by relocating high-speed
taxi exits, correcting grade issues, and upgrading edge and centerline lighting. This ensures the runway 
meets increasing operational demands despite compromised lower pavement layers from Package 1. 
Package 2 focuses on the runway's middle section and taxiway reconfiguration, while Package 3 will 
complete the project with work on the runway ends.
