Dining Al Fresco: Philadelphia's Guidelines for Sidewalk Cafes

On August 12th, virtual attendees tuned into a Zoom meeting, presented by Richard J. Montanez, P.E., Deputy Commissioner-Transportation Department of Streets, City of Philadelphia. Mr. Montanez discussed the current City of Philadelphia Health Guidelines for Outdoor Cafes and Restaurants, which are ever evolving, and shared lessons learned. He discussed details of the current Covid-19 Commercial Recovery Outdoor Dining Guidelines for the city.

Attendees learned about the four different outdoor dining options that businesses could employ: Sidewalk Café, Streetery, Temporary Street Closure or a Temporary Use Permit; rules were discussed regarding how a business could secure each of these, including what permits and licenses were required. He also gave examples of acceptable and unacceptable solutions that businesses attempted in their efforts to remain open during this ongoing pandemic.
