Join us Wednesday, May 25th for a luncheon featuring four speakers who have used their positions to be a catalyst for change in the workplace.

Registration and networking starts at 11:30am and the program begins at 12 noon in the Granby Ballroom A/B.

Lunch will be served buffet-style.

Queen T. Crittendon

Queen returned to the Virginia Department of Transportation (VDOT) as the Civil Rights Manager for the Hampton Roads District in 2013. She worked for VDOT from 1997 to 2004 in the area of civil rights, as well as served as the manager for its Business Opportunity and Workforce Center (BOWD) in 2008 where she collaborated with local contractors and services providers. Queen’s career took her to North Carolina where she served as the Civil Rights Director for the North Carolina Department of Transportation Office of Civil Rights and Business Development from 2004 to 2008. While in NC, she created a nationally recognized business development program, as well as received FHWA’s Sharlene Nail Meritorious Award for her dedicated service to civil rights in the transportation arena. She also worked as a contractor for the Department of Defense, Navy Expeditionary Combat Command (NECC) providing expert technical advice and guidance to the Civilian EEO program. Since returning to VDOT, Queen was honored by VDOT in 2017 as a recipient of the Commissioner’s Ambassador Award; and recognized in 2019 by the Hampton Roads Chapter of WTS. Earlier in her career, Queen was employed with the Virginia Department of Minority Business Enterprise (now the Department of Small Business Supplier Diversity) as a business development officer and Virginia State University’s Alumni Affairs Director.

A graduate of Virginia State University in Petersburg in 1986, along with graduate course work from Old Dominion University. She is married to Darrell Crittendon, Director for the City of Norfolk’s Parks, Recreation & Open Space. They have a daughter, Jada, who is a graduate student at Kent State University seeking a master’s in architecture.

Danielle R. McCray, P.E.

Danielle McCray has roots in Central Virginia, where she grew up and completed her undergraduate and graduate studies in civil engineering at the University of Virginia.

Danielle has 14 years of multimodal transportation planning, transportation operations, and corridor planning experience. She has supported VDOT, DRPT, and local jurisdictions at all phases of project delivery from stakeholder coordination and concept development to securing funding and project implementation. She has led transportation plans for multimodal transportation infrastructure of varying scales, public engagement, and context-sensitive solutions across the state. Danielle has extensive experience conducting public engagement activities, including national experience facilitating workshops with various local, state, and federal stakeholders.

Danielle is currently serving as the Kimley-Horn team’s project manager for the Virginia Transit Equity and Modernization Study, which has given her an in-depth understanding of transit and the needs of transit riders in diverse areas of the Commonwealth. She is part of an internal task force that collaborates with partners to integrate equity in projects. Danielle is a proud and passionate member of Kimley-Horn’s Diversity and Inclusion Committee, an internal resource to help the firm broaden its shared understanding of this topic. This work has led to the establishment of leadership, safe space, and employee resource groups to support staff.

In her spare time, Danielle enjoys volunteering to support youth who want to be engineers and biking the trails along the beautiful Virginia landscape with friends. Danielle is an Associate with Kimley-Horn, based in their Richmond, VA, office.

Maria P. Tamburri

Maria P. Tamburri is vice president–Diversity, Equity & Inclusion and Employee Engagement at Dominion Energy.

She is responsible for the strategic oversight of talent acquisition, employee engagement and retention, leader and employee development, HR communications, and diversity, equity, and inclusion programs. Tamburri also oversees Employee Resource Group activities and local Diversity Council efforts and provides guidance, information, and recommendations to the Executive Diversity Council on ways to improve diversity and inclusion metrics, culture, and brand.

Tamburri joined Dominion Energy in 2019 as senior community engagement policy director, and became director-Diversity, Equity & Inclusion and Employee Engagement in 2020. She assumed her current position in April 2022.

Prior to joining Dominion Energy, she led global public affairs and crisis management for Allegion, plc. in Carmel, Ind., and previously lived in Germany where she served as the chief of strategic outreach initiatives for U.S. Africa Command, U.S. Department of Defense. From 2001 to 2008, Tamburri held a variety of roles in the administration of President George W. Bush, where she worked as senior advisor for public diplomacy and public affairs at the Department of State’s Bureau of Western Hemisphere Affairs and director of specialty media and Hispanic spokesperson in the White House Office of Media Affairs. She also served in the Department of Housing and Urban Development and the U.S. Environmental Protection Agency. Earlier in her career, she worked in the U.S. House Judiciary Committee and House Government Reform Committee.

Tamburri serves as a board member for the New College Institute, and is a member of The Presidential Precinct Global Advisory Council and The NAWBO Richmond Foundation. She is a graduate of Florida International University in Miami, Florida, where she earned her bachelor’s degree in political science. She studied Latin American politics at the Universidad de Belgrano in her native city of Buenos Aires, Argentina.

Oneiceia Howard

Oneiceia Howard currently works for the City of Norfolk, VA as the Division Head for Neighborhood Engagement. In this role, she believes in putting the REAL in relationship building and supports the idea that residents should advocate for the needs of their neighborhoods. Oneiceia has served on Norfolk's DEI CORE Team providing insight and advisement for the priorities and direction for the Office of Diversity, Equity, and Inclusion. She is now part of a pilot cohort developing Equity Action Plans for city departments. Her 15 plus years of workforce development, human services, and community engagement experience give her a unique perspective when working with individuals and community groups. Oneiceia’s passion is fueled by her purpose- to work with Norfolk residents in creating socially, environmentally, and economically resilient neighborhoods.

She’s been fortunate to cultivate ‘people skills’ in prior positions with Norfolk Redevelopment & Housing Authority, Hampton Roads Workforce Council (formerly Opportunity Inc.), and Goodwill Industries.

Oneiceia has a Master of Public Administration (Troy University) and a Bachelor of Science in Applied Sociology (Georgia Southern University). She serves as Chair of The Planning Council board of directors, and holds membership is several public administration professional organizations.
