11:45 AM - 01:00 PM Eastern Standard Time

Lunch and Learn: US Army Corps of Engineers Role in the NEPA Merger Process for Transportation Projects

This session will provide information on the topic related to environmental and transportation planning. Participants will learn about the NEPA Merger process in North Carolina and about the role that the U.S. Army Corps of Engineers plays in the NEPA Merger for transportation projects. In North Carolina, FHWA, USACE‐Wilmington District and the North Carolina Department of Transportation have an agreement in place to provide a 'Merger Process' for transportation projects requiring a Section 404 permit in order to streamline processes and avoid duplicative steps. Several other agencies participate as partnering agencies. Participants will learn about the steps included in a NEPA Merger process and about various environmental impacts that are considered when transportation projects move through the process.

Lori Beckwith is a Regulatory Project Manager (PM) in the Asheville Field Office of the U.S. Army Corps of Engineers (USACE), Wilmington District. Since 2010, Lori has been the USACE PM for all North Carolina Department of Transportation (NCDOT) projects in the 17 western counties of NC (Divisions 13 and 14); this involves reviewing and processing NCDOT proposals to impact waters of the U.S. and serving as the USACE PM for the NEPA/404 Merger Process for projects located in those 17 counties. She is also the USACE PM for all projects conducted by the Eastern Band of Cherokee Indians in NC, and is the Wilmington District Regulatory Division POC for programmatic coordination/consultation with the three federally-recognized Cherokee Tribes.
