WTS Portland Professional Development: The 21st Century Mobius Strip

The responsibility of a community to plan for the equitable distribution of housing by race, class and income can be frustrated by a failure to integrate planning for a transportation system that supports the development of such housing. Come and engage in a discussion of the limitations and opportunities communities face in planning for affordable housing and transportation. The discussion will focus on Title VIII of the Civil Rights Act under which the obligation to affirmatively further fair housing is based, as well as effects of the recent U.S. Supreme Court case, Koontz v. St. Johns Water Management District, which deals with that same court’s limitations on the powers of local land use authorities to condition development approvals. 

Speakers will include Jennifer Bragar of Garvey Schubert Barer and Ellen Johnson of Oregon Law Center.
