WTS-DC Hosts: Virginia's SMART SCALE (HB2) Legislative Luncheon

Join WTS-DC as we host a legislative luncheon to discuss Virginia's SMART SCALE (formally HB2) process.

Virginia House Bill 2 (HB2) became effective July 2014. Its provisions replaced a state transportation funding process that was incremental in nature and provided phased funding over a lengthy time. The HB2 program, recently retitled SMART SCALE, is intended to:

  • Provide greater certainty to transportation project funding.
  • Enable transportation projects to be objectively evaluated.
  • Identify and prioritize projects that address the state's most critical transportation needs.
  • Increase the level and diversity of state transportation funding.

SMART SCALE requires transportation projects to be assessed through transparent outcome-based process with greater accountability to the public. Once eligible projects are screened, evaluated and scored at the local and regional level, they are forwarded to the Commonwealth Transportation Board (CTB), which makes final prioritization, selection and funding decisions.

SMART SCALE projects may be submitted by regional entities such as metropolitan planning organizations (MPOs) and planning district commissions (PDCs) as well as public transit agencies, counties, and cities and towns that maintain their own infrastructure.

This event will provide 1 AICP credit.
