Jill S. Madden is the President and Founder of AmaTerra Environmental, Inc. (AmaTerra). She has over 27 years of experience in the environmental industry, combining regulatory and private consulting. Jill has extensive experience in managing multi-disciplined staff, for a variety of projects ranging from small Phase I Environmental Site Assessments (ESAs) to an installation-wide pollution prevention opportunity assessment. Jill also serves as a Program Manager/Project Manager/Senior Ecologist on a wide variety of projects with a focus on National Environmental Policy Act (NEPA) based Environmental Assessments (EAs), Environmental Impact Statements (EISs), and Categorical Exclusions (CatEx). Clients range from the federal government, to municipal utilities, engineering firms, and private sector firms.

Jill has an extensive background in simultaneously managing large and small numbers of multi-disciplined staff, coordinating more than 50 concurrent projects for a variety of clients at multiple locations, while maintaining schedules, budget and quality of the final product. Additionally, Jill has an extraordinary blend of relevant experience that includes both the public and private environmental sectors. With nearly 7 years of regulatory agency experience, including tenures with the Texas Water Commission, formerly the Texas Department of Water Resources, and the Texas Parks and Wildlife Department (TPWD); and 20 years in private consulting, Jill not only excels at identifying potential impacts to environmental resources, but is well-versed in regulatory and compliance issues.
