Greater D/FW Spring Professional Development Seminar

Join the Greater Dallas/Fort Worth Chapter of WTS for its spring professional development seminar on the Texas Department of Transportation's environmental process.

The presentation will cover basic aspects of NEPA and FHWA regulations, and recent changes in state laws that govern TxDOT. Also, learn how the system currently functions with a dead hand of tradition that grips the current environmental process. We will speak frankly about it, with an emphasis on identifying things we do that ensure delay. A productive discussion will follow identifying things that can be done to streamline the process. We will also talk about getting back to NEPA basics, harnessing new provisions in state law, and streamlining the changing process.

Breakfast will be provided and PD credits will be available.

About our speaker:  Lain Ellis, Ph.D., Environmental Specialist, Programs Management Section, Environmental Affairs Division, TxDOT.  Lain joined TxDOT in 1997 as a staff archeologist. He increasingly assumed duties related to environmental policy and procedure analysis. He has extensive experience in development and implementation of contracting programs, programmatic agreements, environmental aspects of public/private partnerships, legislative analysis, and streamlining TxDOT's process for categorically excluded projects. He has a BA in philosophy, MA in cultural anthropology, and PhD in archeology, all from Texas A&M.
