CRTPO Performance-Based Planning with Bob Cook and Nick Landa

The WTS Charlotte Metro Chapter is pleased to host our Lunch Program on Thursday, June 28, 2018 featuring Bob Cook, CRTPO, and Nick Landa, RS&H.

The speakers will highlight CRTPO's process for adopting performance-management, as well as challenges and next steps associated with this ongoing initiative. Performance-based planning is a requirements of the Fixing America's Surface Transportation (FAST) Act. It requires that MPOs, State DOTs, and transit agencies develop performance targets based on a set of federally defined highway and transit performance measures.


Bob Cook


Bob Cook is the Secretary for the CRTPO, a federally designated transportation planning organization that is responsible for coordinating with local and state agencies to make policy and project funding decisions for the greater Charlotte region. He has served in this role since 2004. Mr. Cook is originally from Pennsylvania. He earned his Planning degree at the University of Pittsburgh, prior to relocating to the Charlotte area in 1997. Since then, he has held positions with multiple organizations throughout the region. He is also an active member of the AICP.


Nick Landa


Nick Landa is a Senior Transportation Planner and Project Manager for RS&H. He earned his degree from UCLA and began his career in 2003 in the public sector, reviewing subdivisions for the City of Los Angeles Planning Department. In 2007, Mr. Landa relocated to Charlotte and transitioned to transportation planning at the City of Charlotte. He has extensive experience working in the Charlotte region on a variety of projects. Nick has served in his current role for the past three years and is managing multiple projects for the CRTPO.
