April Lunch Program: North County Corridor

The North County Corridor project is a $450 million + project that will serve as the new State Route 108 through the northern part of Stanislaus County and the cities of Modesto, Riverbank and Oakdale.  The proposed project will be a freeway/expressway with interchanges, at-grade intersections controlled by either traffic signals or roundabouts, grade-separated railroad crossings, irrigation district crossings and frontage access roads. The proposed project is approximately 20 miles long and would extend from a location on Tully Road to a location on State Route 120 east of the City of Oakdale.  The North County Corridor Joint Power Authority (JPA) in cooperation with the California Department of Transportation (Caltrans) is currently working on completing the Project Approval and Environmental Documentation (PA&ED) phase for the North County Corridor Freeway/Expressway project.  


About our Speakers:

Colt Esenwein served in the US Navy from 1990 to 1994 in the Nuclear Power Program (submarines). After being honorably discharged as a Petty Officer 2nd Class, Colt worked towards and gained admittance to Cal Poly San Luis Obispo where he graduated with a BS in Environmental Engineering. He then returned to the Department of the Navy, as a civilian, cleaning up Marine and Navy installations in Southern CA and Arizona.

At the end of 1999, Colt was hired by the City of Stockton as a Junior Engineer. He worked his way steadily through the ranks, from design to construction to project management.

In 2010 Colt transferred to the Operations and Maintenance division where he was responsible for Parks, Trees, Streets, and Traffic Devices. In the mid-summer of 2012, Colt assumed all duties, including Facilities and Fleet Maintenance, of the Operations and Maintenance division as the acting Deputy Director of Public Works. In April 2013, he joined the Stanislaus County Public Works Department as Deputy Director.

Colt and his wife of 15 years, Shannon, have three boys and two girls, all of whom are competitive swimmers.


Matt Satow is a Principal and Project Manager with Drake Haglan and Associates and also runs the DHA Modesto office. Matt specializes in delivering complex transportation projects, including the facilitation of public outreach and stakeholder coordination.  Matt brings over 20 years of experience in delivering transportation solutions for cities and counties throughout California.  He has extensive experience in delivering projects involving railroads requiring agreements and approvals from the CPUC.  Amongst his current assignments, Matt is leading the DHA team on the $450 million North County Corridor project in Stanislaus County.
