Charlene (Char) Kay is the Washington State Department of Transportation (WSDOT) Eastern Region Planning and Strategic Community Partnerships Director.  She began her WSDOT career as an entry level Transportation Engineer, and for over 31 years she has served the citizens of Washington State in various positions at WSDOT.    With approximately 7,000 employees, WSDOT is the largest governmental transportation agency in Washington, operating and maintaining over 18,000 lane miles of highways and 3300 bridges. 

Heather Carroll, PE is a Transportation Project Manager and Office Manager for HDR engineering in Coeur d'Alene, Idaho.  She has more than 21 years of diverse civil and highway engineering and construction management experience.  HDR, is an international corporation that provides multi-discipline consulting services, with 10,000 employees and over 200 offices in seven different countries. 

Michelle Anderson is President of Anderson Environmental Consulting, a DBE and small woman-owned business, specializing in environmental compliance documentation and biological studies.  Michelle started her own business in 2006, after holding private and public-sector positions at David Evans and Associates, WSDOT, Thurston Conservation District, and the Smithsonian Museum of Natural History. 

Terri Ballard is the Laboratory Manager for Budinger & Associates, overseeing a team of construction materials testing staff.  After working for 15 years in the grocery industry, Terri shifted her career focus to engineering, beginning her career at Budinger as a field technician.  Budinger is headquartered in Spokane Valley, with about 35 employees specializing in geotechnical and environmental engineering, exploratory drilling, laboratory analysis, construction materials testing and special inspection services. 

Our Moderator for this event, Larry Larson, is the Assistant Regional Administrator for WSDOT's Eastern Region.  He has responsibility for all development projects including real estate and environmental support. Larry has been with the Washington State Department of Transportation for 27 years.  He started his career in Seattle and transferred to Spokane in 1997.  Previous to this position, Larry was the Eastern Region Program Manager and was the Project Engineer for the North Spokane Corridor for 11 years delivering 11 major transportation projects with a total value of over $400 Million.
