Ms. Coven has 25 years of experience in government and non-profit operations, legislative affairs, program and policy implementation, strategic planning, member and stakeholder relations and customer service.  She is a Senior Associate and Office Director for Cambridge Systematics, Inc.  Ms. Coven brings to the company an expertise in facilitation and stakeholder outreach.  Before joining Cambridge Systematics, she was Senior Vice President for MARLIN Engineering, responsible for the daily operations and management of the company's Tallahassee office. Prior to that, she spent over 10 years single-handedly staffing a statewide advisory board made up of Florida’s Regional Planning Council Executive Directors and a related statewide policy board made up of elected officials and Governor’s appointees.  Her career also includes serving as the Director of Intergovernmental and Public Affairs for the Florida Department of Community Affairs and Executive Director of the Florida Chapter of the American Planning Association.  Ms. Coven has degrees from Florida State University and Florida Atlantic University and is President of Women’s Transportation Seminar – Florida’s Capital Area Chapter.

Ms. Anita Vandervalk-Ostrander is a registered Professional Engineer in several states and is also a registered Project Management Professional (PMP).  She is an Associate Vice President for Iteris. Ms. Vandervalk has 25 years of experience in transportation engineering and planning with a unique combination of technical, strategic planning, policy analysis, and operational planning skills.  She has extensive knowledge of national, statewide, and metropolitan transportation data, operations, and planning programs.

Prior to her time with Iteris, she spent 15 years working with Cambridge Systematics, managing a large number of state, national and research data management, asset management and performance measures projects in the transportation planning, operations, traffic and Intelligent Transportation Systems (ITS) fields across the country. 

Prior to her consulting career, Ms. Vandervalk held senior management positions at the Florida Department of Transportation where she spent ten years.

She was recently Chair of the Transportation Research Board (TRB) Statewide Data and Information Systems Committee and is also Past President of the Intelligent Transportation Society (ITS) Florida.  She currently serves as the Vice President of the Florida Capital Region Women Transportation Seminar (WTS). Ms. Vandervalk has a Bachelor of Science in Civil Engineering from Queen’s University in Ontario.

Carmen Monroy is the Director of Policy Planning for the Florida Department of Transportation.  There she oversees the combined Transportation Policy and Planning program areas that include: Federal and State Policy, Transportation Performance, Statewide Transportation Planning, Metropolitan and Regional Transportation Planning, Strategic Intermodal System Implementation, and Systems Management.  In her position she also serves as the Chair of the Florida Bicycle and Pedestrian Partnership Council (BPPC).

Carmen has more than 25 years of experience in transportation. She has served as the Director of the Southwest Area Office in Ft. Myers, where she was recognized for her leadership and innovation earning her the Building Bridges to Success Excellence in Leadership Award. Prior to joining FDOT, Carmen served in management roles with Lee County Transit, the Port of Miami and as Executive Director of a non-profit affordable housing provider in Cape Coral. Carmen holds a Bachelor’s Degree in Human Resource Management from Barry University and a Master’s degree in Public Administration from Florida Gulf Coast University in Fort Myers.

Ms. Richmond is a professional planner with extensive experience in comprehensive planning and local government finance. She has an excellent background working with multi-agency and multi-jurisdictional issues related to Florida’s growth management laws, including the Community Planning Act. Ms. Richmond is skilled in state agency work involving stakeholders with legislative issues. In addition, she has provided expert witness testimony for the State at administrative hearings on planning issues.  Ms. Richmond is the proud mother of Laurel, 13 and Heather 12 and owner of Clover and Huck, both 7 years old.  Huck is an AKC Canine Good Citizen.

Julie Conn Christesen is an AICP certified Transportation Planner with the Tallahassee-Leon County Planning Department. Professionally, she splits her time between bicycle & pedestrian planning and comprehensive planning, with a healthy dose of public outreach. She can often be found researching new bicycle infrastructure and considering how to better connect people to the places they want to go. Previously, she focused on seaport planning, working as an in-house consultant for CDM Smith in the FDOT Freight, Logistics, and Passenger Operations Office. She holds an Undergraduate Degree in Business Management and Master of Science in Urban and Regional Planning, both from The Florida State University. 

Julie was born and raised in Tallahassee, and is passionate about bettering her community. In addition to membership in WTS, she is a member of the Florida Area Planning Association and the Florida Green Building Coalition.

Kimberly C. Menchion, Esq. is the Assistant General Counsel for Florida’s Department of Transportation. She provides legal support to the Right of Way Department, Contractor Qualifications, and the Equal Opportunity office.  In addition, she has assisted with developing regulatory frameworks to implement public policy. The value that she brings to any organization is the ability to convey information to a diverse group of people, apply analytical skills to various situations, to see a vision/goal and the strategies necessary for its attainment, and the ability to motivate and inspire others.

Ms. Lamb has 28 years of experience in monitoring and managing task work orders, scheduling, and progress reporting, invoicing, budgeting and managing contracts.  In addition, Kimberley has over 14 years of experience in developing and providing the Florida Department of Transportation with Roadway Characteristics Inventory (RCI), Highway Performance Monitoring System (HPMS) training, Field Safety training, design of computer based trainings (CBT) modules, and design of distance learning training portals, Quality Assurance and Quality Control (QA/QC) and in Quality Assurance Reviews (QARs) and District Quality Evaluations (DQEs) of data. As a Transportation Specialist for MARLIN Engineering, she is responsible for procedures, support, guidance and management of projects out of the Tallahassee Office. 

She joined WTS International in 2016 as Chapter Director of Events in the Florida’s Chapter Area and had the added role of Chapter Director of Partner Engagement in 2017.  Ms. Lamb brings to the chapter an expertise in facilitation and outreach.  Her focus is on working in all areas of development with other members and to support the Chapter to enhance the successfulness of the WTS Florida Chapter.
