Freeway congestion is at a record high! What can transportation agencies do now?  Metropolitan Transportation Commission (MTC) is looking at how to more effectively manage the growing Bay Area high occupancy vehicle (HOV) and express lane network as a cohesive system and to increase passenger throughput by supporting carpools and express buses. The Managed Lanes Implementation Plan is an extensive data collection and analysis effort on person throughput, clean air vehicles, and HOV violations. It has bolstered the technical reasoning behind why and how HOV operational policies can change to respond to today’s traffic conditions and travel demands.

Toshi Shepard-Ohta, Project Manager, MTC. Toshi is MTC’s Project Manager for the Managed Lanes Implementation Plan. He joined MTC in 2015 after five years managing investment grade demand forecasting studies of express lanes, toll roads, and high speed rail.

Michelle Go, Transportation Planner, MTC. Michelle is planning and implementing managed lane, transit, and park and ride projects and policies to move more people in fewer vehicles in the Bay Area.
