Complete Streets LOS

Sohrab Rashid, a Principal in Fehr & Peers’ San Diego office, will discuss the Complete Street Level of Service (CSLOS) tool that is included in the 2010 Highway Capacity Manual and has been used on several key projects in the San Diego region.  The focus of the presentation will be on describing the tool, and its strengths and weaknesses.  The presentation will include case studies of CSLOS applications that reveal sometimes counter-intuitive results and concerns about the insensitivity of the tool.

Matthew Ridgway, also a Principal with Fehr & Peers, will present on other multi-modal LOS tools and talk about “Layered Networks,” an evolution of the Complete Streets concept that provides a framework for improved multi-modal LOS tools.  Layered networks, first presented in the Institute of Transportation Engineers’ Planning Urban Roadway Systems, acknowledges that trying to make a given street complete for all modes may result in it being a mediocre street for all users.  Instead, it suggests that where grid networks exist a Complete Systems approach can allow excellent streets for all modes while minimizing competition for right-of-way and conflicts between modes with competing design objectives.
