May Lunch Program: Sacramento City College Bicycle/Pedestrian Bridge Project

We are pleased to welcome Ofelia Avalos, Associate Civil Engineer for the City of Sacramento and Dennis Haglan, President and CEO of Drake Haglan and Associates to give a fun and informative presentation of the Sacramento City College Bicycle/Pedestrian Bridge Project. This is a unique bridge to the region and will be an iconic overcrossing in Sacramento!
  

The City of Sacramento will improve bicycle and pedestrian safety by constructing a bicycle and pedestrian overcrossing that spans the Light Rail Tracks and UPRR tracks adjacent to Sacramento City College, connecting the City College on the west side of the tracks and the Curtis Park Village Development on the east side. The bridge consists of two separate components including a tied arch bridge structure that will be assembled onsite and a large crane will place it over the UPRR tracks adjacent to a precast cored slab bridge structure that will be placed over the Light Rail Station. Utility relocations, RT overhead contact system relocations and right of way agreements have all been important components in delivering this project. The project also includes ramps, stairs, lighting, underground utilities, landscaping and irrigation facilities.

 

The estimated total project cost is $10.2 million and funded by local, State Proposition 1B and Federal Transportation Enhancement funds. The bridge is currently under construction and expected to be complete in the spring 2016.

 

About our Speakers:

Ofelia Avalos, P.E. commenced her career with the City of Sacramento as a student in 1991 working in various City sections from plan checking in Development Engineering to performing construction staking and topographic surveys. She received a BS degree in Civil Engineering from CSUS in 1996 and found she enjoyed designing Capital Improvement Projects. "I like working with our Sacramento community and taking a dilapidated or nonexistent street or other infrastructure and converting it into a useful road that will improve a resident's quality of life." In her 18 years with the City of Sacramento, she has worked on more than 40 projects mostly as a Project Manager and designer while also serving in an inspector role on a few of those projects. In her spare time, Ofelia enjoys spending time with her two daughters, one of which is in college and the other in high school.

Dennis Haglan, PE, co-founded Drake Haglan and Associates (DHA) in 2007 and serves as the President and Chief Executive Officer.  With over 25 years of experience, Dennis specializes in project finance and innovative delivery methods on major transportation projects, including bridge replacement, rehabilitation, and seismic retrofit.  A graduate from UC Davis, Dennis spent eight years at Caltrans as a Structures Representative, Resident Engineer, and Structures Local Assistance Engineer, and provided oversight for the federal Highway Bridge Program (HBP).

After Caltrans, Dennis worked as a Project Manager for J. Mueller and Associates from 1997 to 2002, then joined T.Y. Lin International as Vice President of the Sacramento office from 2002 to 2007.  Since 2007, DHA has grown to a staff of 38, providing full-service transportation engineering specializing in the initiation, management, design, environmental clearance, delivery, and construction management of transportation infrastructure.  Dennis and his wife, Leslie, live in Folsom with their children, Nick, Natalie, and Nathan.  Nick currently attends the University of Arizona (Go Wildcats!).
