Duties and Responsibilities:

Minimum Requirements:

  • BA in Architecture;
  • 7 years of experience;

  • Transit architecture related experience;

WSP - Senior Marketing Coordinator

WSP has an immediate need for a Senior Marketing Coordinator to support our Pennsylvania offices and regional proposal efforts. This position could work out of either Philadelphia or Pittsburgh. Travel may be required to support regional offices.

This person will be part of a lively and supportive team, reporting to the Mid-Atlantic Deputy Marketing Manager. Position works closely with the Pennsylvania Area Manager, Office Leads and Mid-Atlantic Deputy Marketing Manager and participates in the development and successful implementation of the marketing program and tactical action plans. Duties and Responsibilities

  • Leads coordination for persuasive, quality proposals through organizing pursuit teams, following RFP requirements, writing marketing portions, editing technical sections, supervising graphic design, and formatting page layout.
  • Supports management and technical staff in pre-positioning activities, including capture planning, strategy development, and teaming arrangements as a member of the pursuit team.
  • Supports presentation development and interview prep sessions.
  • Interfaces and cooperates with the regional marketing team for regional pursuits and supports as needed.
  • Organizes registrations for business development events including networking events, conferences, and sponsorships.

Rybinski Engineering is seeking a Transportation Engineering Project Manager with engineering expertise to join our growing team.  We need a combination of technical and business skills.  The diverse workload includes traffic engineering analysis, traffic and ITS design, traffic congestion performance measures, transportation management systems, and operations training.

Position Description :

Duties include the production of architectural designs, presentation, and construction documents; and assisting with the performance of all phases of architectural work including programming, design, documentation, and project/construction administration.

Candidates must demonstrate collaboration, organization, and coordination skills. JMT - Highway Design Engineer

JMT is seeking a motivated individual to expand its highway engineering group. The successful candidate will have the option to work in the Philadelphia area and/or Fort Washington, PA. The design engineer will be responsible for production and delivery of planning, preliminary, and final design contract documents working as part of the highway team under the direct supervision of project manager or senior highway staff.  The successful candidate will have the opportunity to support local, regional, and key corporate projects and will work collaboratively with other engineers on projects across JMT offices in various states.  Successful candidates will be expected to perform engineering tasks in the transportation/highway engineering field.

The Highways Design Engineer is responsible for engineering design using knowledge of general engineering principles and practices to interpret, organize, execute and coordinate assignments.

Primary Responsibilities

  • Attend/conduct project control meetings

FTA (Washington, DC) - Deputy Associate Administrator

The candidate will  serve as the Deputy Associate Administrator for Planning and Environment in the Federal Transit Administration (FTA). The candidate will work in close harmony with the Associate Administrator to cover the full range of delegated executive responsibilities for program, budget, administrative and personnel activities, with signature authority as delegated. Deputy Associate Administrator will:

  • Supervise the development and coordination of policies, guidelines, standards, procedures, and techniques, and supervise provision of technical assistance relating to FTA's responsibilities under the Metropolitan and Statewide Transportation Planning requirements, the Capital Investment Grant Program and the National Environmental Policy Act (NEPA), the Department of Transportation (DOT) Order on the Environment, and the joint NEPA implementing procedures, as well as the regulations implementing Section 4(f) of the Department of Transportation Act, among other environmental requirement.
  • Represent and speak authoritatively for the Administrator and Deputy Administrator.

The Sr. Electrical Engineer makes independent decisions on engineering problems and methods. Requires the use of advanced techniques and the modification and extension of theories and practices of the field. Delaware River Joint Toll Bridge Commission - Sr. Structural Engineer

The Program Manager - Structures is responsible for the planning, inspection, design, and construction of all improvement projects for the bridges and other structures in the Commission’s Capital Improvement Program and as needed. The work, as assigned by the Chief Engineer, is performed independently and reviewed by the Chief Engineer for overall effectiveness and attainment of structural safety, condition, and enhancement goals and objectives, and cost efficiency.

Roles and Responsibilities

  • Ensures that project concepts meet the requirements of the Commission and its customers. Meets frequently with the Chief Engineer, Commission consultants, outside agencies and other key players.  Thoroughly reviews all need assessments and planning and feasibility studies. Communicates Commission requirements to program team members and planners.
  • Ensures that each project team prepares concept alternatives consistent with Commission requirements.   Makes recommendations to the Chief Engineer on design concept alternatives.  Develops objective engineering decision-making criteria and, upon review of in-depth analyses prepared by the project team, recommends the selected preferred alternative(s).
  • Creates program execution plans including organizational structures, project contract packaging, and procurement plans to assure adequate competition. Takes leadership for recommending the procurement/selection of engineering consultants and contractors needed to support the program.  Develops an organizational structure appropriate for the needs of the program, and utilizes, as appropriate, Commission and CPMC staff to assist in performing assigned duties.
  • Ensures that program teams develop project budgets and establish engineering design contracts that are within overall budget.  Compiles project budget recommendations for ultimate approval by the Chief Engineer, Executive Director and Commission.
  • Reviews engineering estimates and directs cost control efforts.  Ensures that project teams conduct opportunity and risk analyses, and oversees and approves all engineering estimates.
  • Directs the interfaces among all program participants.  Ensures that all program participants are integrated and coordinated.  Schedules and conducts periodic information exchange meetings among all relevant project parties.  Resolves differences and provides extra support to any parties which are falling behind the master program schedule.
  • Prepares organization plans to assure efficient, effective communications among program participants.   Ensures that the project has an appropriate structure, accountabilities, and processes.  Oversees the design of corresponding plans by all participants.  Communicates resource requirements to the appropriate operating agencies and consultants.  Oversees preparation of contracts, memoranda of understanding, and service-level agreements as required.
  • Develops opportunity analyses for the program and related projects.  Acquires and utilizes in-depth knowledge of cost indices, cost estimates and funding sources.  
  • Prepares reports for the Commission. Utilizes Commission staff and the CPMC to develop reporting content, procedures, and schedules.  Ensures that all oversight bodies timely receive accurate and relevant information.
  • Ensures effective cooperation and coordination with impacted communities, transportation agencies, applicable design code entities, and other levels of government.  Recognizing the inter-dependent nature of the Commission and its projects, devotes time to meet with members of other organizations as necessary.


  • Bachelor’s Degree in Civil Engineering  
  • 15-20 years of professional transportation engineering experience  
  • 5-10 years of professional experience in managing large bridge projects with transportation agencies. (PENNDOT and/or NJDOT project experience preferred)
  • Licensed as a Professional Engineer in State of Pennsylvania and/or New Jersey

DVRPC - Project Implementation Engineer

Job Description
This is a technical / professional position providing direct assistance to local government and non-profit agencies in implementing various nontraditional, federally funded transportation projects in the Delaware Valley region.
The incumbent will coordinate and facilitate the implementation process (beginning at project concept through construction) of numerous projects that are sponsored by a local government, other public agency, or by a private non-profit organization, in addition to program management work. The types of projects include: bicycle facility construction (both on and off roadway); reconstruction/restoration of historic transportation buildings; provision of pedestrian facilities through sidewalk and ADA ramp improvements; and other such projects eligible under federal funding programs. The federal funding sources are generally Transportation Alternatives Set-Aside (TA Set-aside), Congestion Mitigation and Air Quality (CMAQ) and Surface Transportation Program (STP/STU).
PennDOT has asked DVRPC to coordinate and facilitate the implementation of these non-traditional projects, in which the project sponsor is responsible for hiring and managing professional engineers/architects to develop the plans, specifications, and estimates for the project and for submitting these through PennDOT for approval.
The incumbent will coordinate and facilitate this work with the project sponsor in the same manner as PennDOT’s managers for the pre-construction phases of the project. PennDOT will let the construction contracts and the sponsor will provide for construction inspection. The work of the incumbent will be performed in accordance with overall DVRPC policies, federal and state requirements, and professional standards. Work will be reviewed by senior level managers through regular project status meetings.

  • Coordinate meetings and field views with project sponsor, PennDOT and affected municipalities and counties.
  • Assist the project sponsor in the process of getting a consultant under contract, including providing guidance on the preparation of the request for qualifications (RFQ), how to advertise and solicit responses, and the requirements of the state/federal consultant selection process.
  • Assist the project sponsor in the reviews of consultants’ responses to the RFP, including the scope and cost proposals, project schedule, and list of deliverables.
  • Oversee the project’s environmental review process and the development of environmental documents.
  • Pursue, with the project sponsor and the consultant, the timely delivery of final plans, specifications and estimates to PennDOT.
  • Write letters, meeting minutes and give status reports to technical committees.
  • Perform related work as required.


  • Knowledge of basic engineering principles.
  • Knowledge of how transportation projects are implemented preferred.
  • Experience related to project development and management preferred.
  • Knowledge of the applicable state and federal standards preferred.
  • Knowledge of MS Office Suite.
  • Strong oral, writing, organization, and presentation skills to ensure efficient project delivery.
  • Ability to establish and maintain effective working relationships with public and private agency officials, consultants, the general public, and other DVRPC staff.
  • Ability to travel and attend meetings at various locations throughout the DVRPC region approximately 25% of the time.
  • Experience & Training
To classify as a level TE I, a minimum of one year of professional experience in Civil or Transportation Engineering or Project Management including demonstrated skills in design, construction management/inspection, or a related field, and a Bachelor's degree with major course work in Civil Engineering or a related field. A Master's degree in Civil Engineering or related field may be substituted for one year of experience.
