Ashley McLain has been a NEPA practitioner for 17 years and in the environmental field since 1991.  She received her undergraduate degree from Stanford University in 1990 and her Master of Science in Community and Regional Planning (MSCRP) from the University of Texas at Austin in 1997.  She has been assessing the impacts of infrastructure projects against the backdrop of NEPA ever since.  She was a Principal at an Austin environmental firm where she worked for 10 years before launching Cox|McLain Environmental Consulting, Inc. (CMEC) in 2007 with business partners Larry Cox and Lorie Cox.  CMEC is a WBE/HUB/DBE and federally certified woman-owned small business.  CMEC has grown to 20 environmental professionals in the Austin and North Texas offices, ranging from planners to biologists, wetland scientists, archaeologists, historians and GIS specialists assessing transportation, transit, water/wastewater, transmission and other development projects statewide. 

In addition to preparing NEPA compliance documents and conducting QA/QC reviews, Ashley provides support to transportation agencies in developing guidance for collecting census data, conducting community impact assessment, and preparing indirect and cumulative impact analyses.  She was a co-presenter on the topic of Community Impact Analysis at the TxDOT Environmental Coordinators Conference in San Marcos in September 2012.  She is a frequent guest speaker on environmental justice issues and census data analysis at the Community and Regional Planning graduate program at the University of Texas at Austin.

Ashley organized Young Scientists’ Day at Travis Heights Elementary School for eight years and served as Chair of the Recognitions and Professional Development Committees for Women’s Transportation Seminar’s Heart of Texas Chapter between 2008 and 2012.  In 2010, CMEC was named Employer of the Year by WTS – Heart of Texas Chapter.  CMEC is a corporate sponsor of WTS – HOT Chapter and Dallas Chapter and CTAEP.  Ashley has two busy sons, Beckett (11) and Corbin (13).  Her husband, J.C. Schmeil, AIA LEED AP attended UT Architecture School and is in private practice.
