Join WTS for Part 1 of a 3 Part Policy and Legislative Series

Part 1:  NEPA - Streamlining

This first of a three-part Agency Policy and Legislative series will present the Federal Agencies’ perspective on the enactment of Map-21 and the new National Environmental Policy Act (NEPA) procedures in 23 CFT 771.118.  Whether grantee or consultant, take advantage of this professional development opportunity to learn how the new guidelines may change the preparation of the several levels of NEPA documents.

The Agencies’ Perspective Panel
FAA – Lindsay Butler-Guttila, MPA, Regional Environmental Specialist - Ms. Butler-Guttila works with FAA’s four Airport District Offices to provide guidance in support of high quality airport planning and environmental initiatives for airport development. 

FTA – Cecelia Comito, Regional Counsel - Ms. Comito has been the Regional Council for the FTA for the past three years.  Prior to joining the FTA, Ms. Comito was Chief Attorney, Policy, Appeals and Transactions at the CTA before becoming the Cheif of Staff to the President of the CTA.

FTA - Sheila Clements, Director of Office of Planning and Regional Development - Ms. Clements directs the planning, environmental, and grant making efforts of the $1.5 billion in federal transit funds to the States of Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin.  This funding helped 170 grantees with transportation projects within the region through the awarding of approximately 425 grants in 2012.

 FHWA – Janis Piland, Environmental Engineer - Ms. Piland joined the FHWA in June 1983 as part of the Highway Engineering Training Program where she was a part of numerous projects across the country.

Illinois Tollway – Bryan Wagner, Senior Environmental Planner - Mr. Wagner has been instrumental in establishing an extensive environmental program for the Tollway's Move Illinois capital program.

U.S. EPA, Region 5 – Kenneth Westlake, Chief of NEPA Implementation - Since 2000, Mr. Westlake has managed the organization responsible for implementation of the National Environmental Policy Act in the states of Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin.
