Tamara "Tammy" Powell

Tammy Powell is the Director of Safety at the Massachusetts Bay Transportation Authority (MBTA).  In this highly critical role, Tammy directly supports and works alongside the Chief Safety Officer (CSO) assisting in design, implementation and monitoring of the Authority’s Safety Plan, as well as the supervision, planning and administration of the Safety Department (MBTA Safety).  Prior to this appointment, Tammy served as Chief of Staff to the former General Manager and Rail & Transit Administrator of the MBTA, Dr. Beverly A. Scott. With over 23 years of transit experience, she has held multiple supervisory positions including Deputy Director of Safety Oversight, Assistant Director of Administration, and Supervisor of Heavy/Light Rail Operations & Maintenance Control centers. Tammy earned both her Bachelor of Arts and Master of Science degrees at UMass Boston—in law/legal studies and public affairs, respectively. As an active member of WTS-Boston for 10 years, she currently serves on the Board of the Directors as the liaison to the Public Art and Mentoring committees.

Carrie Rocha, P.E.

Carrie Rocha has joined HNTB Corporation as Connecticut office leader and associate vice president. She brings nearly 20 years of experience in transportation infrastructure project and construction management, contract administration, and engineering for highways, bridges, tunnels, transit/rail, aviation and related facilities.  Carrie’s background includes serving as program director on the CTfastrak project, central Connecticut’s first bus rapid transit system. In that role, she led an integrated team with the Connecticut Department of Transportation to complete design, execute construction and plan bus operations, outreach, and marketing efforts.  A registered professional engineer, Carrie is a graduate of Worcester Polytechnic Institute (Worcester, Mass.) with a Bachelor of Science in civil engineering. She is vice president of the Connecticut chapter of the Construction Management Association of America and has held numerous leadership roles with both the Connecticut and Boston chapters of the Women’s Transportation Seminar. 

Marie J. Sullivan, P.E.

Marie Sullivan has been made Associate at FST.  Marie brings 21 years of civil engineering experience focused on transportation projects for MassDOT and a number of New England Municipalities.   Throughout her career, Marie has held project management and lead design roles on urban roadway design, traffic safety improvement, bridge rehabilitation and replacement, and complex highway design projects.  She is currently serving as project manager of the I-95/I-93/University Avenue interchanges project for MassDOT.  Marie earned a B.S. in Civil Engineering from the University of Massachusetts.  Marie has held key leadership roles in WTS-Boston, and is currently co-chair of its Scholarships and Awards Committee.
